  • The Broadcasting Services Amendment Act (No. 2 of 2025) has now been gazetted after it had been assented to by President Emmerson  Mnangagwa.

     Key noting points: 

    1. Local Content: It mandates 75% local/African content for broadcasters and 50% for sports channels to promote culture.

    2. Foreign Investment: Allows 40% foreign ownership to boost resources.


    3. Broadcasting Authority: Reduces the board to 7, appointed by the President, raising state control concerns.

    4. Vehicle Radio Licences: Links vehicle licensing to ZBC radio licences, criticised as impractical.

    Meanwhile the Government said the with the ammendment it aims to modernize and align with the Constitution but raises concerns about media freedom.
